For ease, you can use the online Submission form provided below:

- Please be clear in each submission (if completing more than one) as to which application you are submitting on. This means identifying the address of the application site and the application reference number.
- If you want to submit on multiple applications in one submission form simply list all the applications in your submission.
- As well as providing your submission to Council, a copy must be served on the applicant as soon as reasonably practicable. The address for the applicant is specified in the public notice listed for each property below.
Background
In 2022 resource consent was sought by 13 operators contracted by the Ministry for Housing and Urban Development (MHUD) to enable them to provide emergency housing in Rotorua.
Hearings were held in October 2022 before a panel of independent commissioners.
On 15 December 2022 the commissioners released their decisions, granting two-year consents to all 13 applicants, with conditions. The current resource consents are due to expire on 15 December 2024. View information on the previous applications and decisions.
A further seven resource consents are being sought to use each site for one further year through to 15 December 2025.
What is Contracted Emergency Housing?
The Ministry for Housing and Urban Development (MHUD) has contracted specific motels to provide emergency accommodation for families/whānau with children, young people, and people with disabilities. It also can include kuia, kaumātua, and elderly individuals.
Under the contracts the whole motel is used for emergency housing. No other guests can stay at the motel while it is contracted by MHUD.
Wrap-around support services are provided for those staying in contracted emergency housing. This support is provided by a service provider, either Visions of a Helping Hand, Emerge Aotearoa or WERA Aotearoa. Support involves:
- Registered and trained social and support workers available on-site Monday through Friday 9.00am to 5.00pm
- 24/7 on-call social and support worker (via phone)
- 24/7 on-site security.
