Procurement
Procurement is defined as the process of acquiring goods, works and services. The process spans the whole cycle from identification of needs, through to the end of a service contract or the end of the useful life of an asset. Council's approach to procurement is to obtain maximum value for money from everything we buy and all the services we provide to the community.
Council spends millions of dollars of ratepayer money each year on the goods and services needed to deliver public services. To achieve value for the ratepayer, effectively managed procurements - properly planned and executed - are essential.
Contractor health and safety prequalification scheme
Rotorua Lakes Council is implementing a third party pre-qualification process to ensure we are using contractors who operate with effective health and safety management systems and are holding current and relevant insurances.

In an effort to provide suppliers and contractors with advance notice of upcoming work that will be publicly tendered we will publish, from time to time, a high level programme of planned public procurement covering the relevant period.

Preferred suppliers
Preferred Suppliers to Council achieve the status of being a 'preferred supplier' by being successful in a corporate wide procurement process, Bay of Plenty Local Authority Shared Services (BOPLASS) regional procurement process, or being successful in a nation-wide procurement process run by the All of Government (AoG) procurement programme or an n3 (formerly GSB) national contract. From time to time we will publish the current list of supplier's names.
The All of Government (AoG) Procurement Programme is a central government initiative that has been expanded to local government and provides centralised contracts in a range of supply categories at the best buying rates in NZ.
n3 (formerly GSB) provide a supply aggregation service and have a number of suppliers under contract. RLC is a member organisation and saves money through discounts with the contracted suppliers and not having to tender and administer the supply relationships.

Transport procurement strategy
This strategy is Rotorua Lake Council’s (Council) Procurement Strategy for roading works as required by the Waka Kotahi NZ Transport Agency Procurement Manual (latest amendment October 2019). The purpose of the strategy is to demonstrate how Council will procure its approved roading programme in accordance with Council’s organisational Procurement Strategy whilst continuing to meet the requirements of the Land Transport Management Act 2003 (LTMA).
