A Council Controlled Organisation (CCO) is an organisation in which a local authority or local authorities control 50 per cent or more of the voting rights or appoint 50 per cent or more of the directors.
Council Controlled organisations are governed by their boards of directors or trustees and operate at arm's length from the council.
CCOs are, however, accountable to the council, which determines the objectives for each CCO and monitors their performance. The council is accountable in turn to its ratepayers and residents for the CCOs' performance.

Rotorua NZ is a Council Controlled Organisation (CCO) owned by Rotorua Lakes Council (RLC). RotoruaNZ is both the Economic Development Agency and the Regional Tourism Organisation for the Rotorua district.
