Applying for Manager's Certificates

A manager's certificate allows you to work as a duty manager in a business that sells or supplies alcohol, like a bar, restaurant or off-licence.

Applying for a new manager's certificate

Before you apply

To apply for a new manager's certificate, you need:

  • To be at least 20 years old
  • To have worked in a licensed premises full time for up to six months (at least 35 hours per week), or part time up to 12 months
  • To be working in, or intending to own or run, a licensed business in Rotorua
  • Identification such as a current NZ Drivers Licence or Passport
  • A current dated character reference detailing the personal attributes and experience to support your application. The person cannot be associated to your licensed premise or related to you
  • A current letter on letterhead from your employer detailing your conditions of employment and confirming support for your application
  • To hold a Licence Controller Qualification (LCQ).

  1. Download the application for new manager's certificate form above
  2. Attach all your supporting documents. Incomplete or substandard applications will be rejected
  3. Email your application to info@rotorualc.nz
  4. Pay for your application.
Current alcohol licensing fees and charges

  • Evidence of any previous experience
  • Proof of training undertaken to achieve the Licence Controller Qualification (LCQ)
  • Evidence of support from the licensed premises you intend to manage (if this is your intention)
  • A character reference from someone (other than present employer) able to verify that you are suitable to hold a manager's certificate
  • If you were not born in New Zealand, proof of your right to be working in New Zealand, such as
    • Copy of valid passport with a current work permit/visa
    • Evidence that you have been granted permanent residency
    • Evidence that you have New Zealand citizenship
    • Other documentation to satisfy the above requirement
  • The appropriate fee - your application will not be processed until this is received.

Host responsibility is an integral part of the Sale and Supply of Alcohol. Applicants for alcohol licences and managers' certificates must be able to show the DLC that they will demonstrate host responsibility.

The key elements of host responsibility are:

  • Serving alcohol responsibly
  • Providing and actively promoting low-alcohol and non-alcoholic alternatives
  • Providing and actively promoting appropriate food
  • Identifying and responsibly dealing with underage and intoxicated people
  • Arranging safe transport options
  • Ensuring that management and staff are trained in host responsibility practices and keep updating their skills
  • Having and keeping to an in-house policy on host responsibility.

After you apply

You might be contacted if the licensing officer needs further information, and you will have an interview with a licensing inspector.

The alcohol license holder will need to notify us about a management change. Use the form below.

Renewing your manager's certificate

You must renew your manager's certificate:

  • 12 months after the first issue
  • every 3 years after that before the expiry date.

If you don't renew in these timeframes, you will have to apply for a new licence.

  1. Download and complete the above Manager's Certificate renewal form
  2. Attach all your supporting documents (incomplete or substandard forms will be rejected)
    1. The completed application and a form of ID, ie NZ Drivers licence or Passport
    2. A copy of your current certificate and your LCQ Certificate
    3. A letter from your employer confirming that you are/or will be employed by them and evidence that you have worked in a NZ licensed premise for a minimum of six (6) months' full time at the time of this application
  3. Email your application to info@rotorualc.nz
  4. Pay for your application.
