Local Alcohol Policy review
Rotorua Lakes Council began its review of the LAP in 2024, developing an evidence base on alcohol harm in Rotorua and contacting several key stakeholders.
In January 2025, Council launched a public pre-consultation survey for the community to share their views of alcohol in Rotorua.
In February 2025, Council began consulting the public on the proposed changes. The consultation closes 31 March 2025.
Local Alcohol Policy
The Local Alcohol Policy (LAP) aims to reduce alcohol-related harm in communities across Rotorua. It does this by setting certain conditions and restrictions on alcohol licensing across the district, including:
- Trading hours
- Proximity to schools or maraes
- One-way door restrictions
- A range of other discretionary conditions on a case-by-case basis.
The LAP was adopted on 18 February 2019.
Alcohol Ban Bylaw 2018
This Bylaw prohibits the consumption and restricts the possession and transportation of alcohol in specific public places within the Rotorua District (called Alcohol Ban Areas), including:
- The central business district (CBD)
- Some suburban shopping areas
- Some parks and reserves
- Certain streets and carparks.
Alcohol Ban Areas may be permanent or temporary, and for certain hours or days. Within Alcohol Ban Areas, the consumption of alcohol is not permitted in specified public places such as parks, footpaths, lakesides, beaches or roads, but is permitted on private land such as licensed premises or private residences. It is enforced by the Police.
Sale and Supply of Alcohol Act
This Act is the national legislation for the sale and supply of alcohol in New Zealand. It sets out the issuing and administration of alcohol licenses and provides for:
- The creation of a Local Alcohol Policy
- Types of alcohol licences and manager's certificates
- How applications can be made and objected to
- The creation of District Licensing Committees, among other provisions.
