Housing Bottom Lines
Addition of Housing Bottom Lines into the Rotorua District Plan
The Rotorua District Plan has been amended to give effect to Policy 7 of the National Policy Statement on Urban Development that requires the addition of Housing Bottom Lines to District Plans.
Housing Bottom Lines outline the amount of development capacity that is sufficient to meet demand plus the competitive margin. Competitive margin allows for capacity over and above the expected demand to support choice and competitiveness in housing and business land markets. The Housing Bottom Lines inserted into the District Plan are informed by the Rotorua Housing and Business Development Capacity Assessment.
