1. What are the responsibilities and remuneration of each of the 11 elected members of Council.
Attached is a copy of 2 pages from the RLC ‘Candidate Information for the 2022 Elections’ booklet - (PDF, 291KB) which broadly covers the responsibilities of elected members and an indication of the salaries received by the Mayor, Councillors and Community Board members in 2021.
The below table shows the current remuneration that elected members receive depending on their additional responsibilities:

2. What are the formal titles, responsibilities and remuneration of the Tier 1, Tier 2 and Tier 3 officials of Council.

Chief Executive | The Local Government Act provides that the Chief Executive is responsible directly to the Council for implementing decisions of the Council; advising members; ensuring all functions, duties and powers are properly performed and exercised, and ensuring the effective, efficient and economic management of the activities of Council. The Chief Executive of the Rotorua District Council is responsible for ensuring the Council's plans, policies and strategies are implemented in the most effective and cost-efficient manner. The role is responsible for the overall management of Council business in accordance with Council policy and objectives. |

Provide effective organisation development strategies including a learning and development framework and programmes. |

Manager – Customer Solutions | Responsible for overseeing and improving the council's customer service operations, ensuring residents receive high-quality support and efficient solutions to their inquiries and issues. |

Manager – Governance, Strategy & Compliance | The Governance, Strategy & Compliance Manager is responsible for leading and integrating the Governance & Democracy Team, Strategy & Corporate Planning Team, and Audit & Risk Team to ensure cohesive and effective governance, strategic planning, and risk management across the organisation. |
Director – Marketing & Communications | To provide overall leadership to marketing and communications strategy and activity across Council. The role is responsible for initiating, directing and implementing a comprehensive range of activities that enables Council to deliver on its 2030 vision and objectives for community and stakeholder engagement. |
Chief Information Officer | The Chief Information Officer is responsible for overseeing the development, implementation, and management of information systems and technology solutions that support the organization’s strategic objectives. This role involves strategic planning, operational management, team leadership, and ensuring that information solutions are effective, efficient, and aligned with business goals. |
Manager – Capital Delivery | To ensure that the strategic delivery of all major projects are developed and delivered to align with deliverables of the Council’s priorities. Managing a centralised programme and project management that coordinates the approval, resourcing, monitoring and reporting of large key projects across the organisation with a whole of enterprise view in mind. Responsibility for projects and programmes remains within buisness units. Ensuring that good practice project management standards are applied across the organisation’ multiple projects and programmes. |
Infrastructure & Assets | |
Director – Infrastructure & Environment | To ensure co-ordination of the integrated delivery of infrastructure and environmental services to achieve targeted strategic and delivery outcomes. Provide strategic leadership to the Infrastructure group to ensure the provision of smart transportation, waters and waste management solutions for our community which support community wellbeing, an easy and healthy lifestyle, and encourage growth, whilst enhancing a sustainable environment. To act as a Local Controller in local civil defence responses. |
Manager – Growth & Performance Delivery (vacant) | Provide effective and exemplar leadership to a team of talented staff to; Lead the development of high quality, fit for purpose strategies and effective action plans for each core infrastructure network. To ensure that the strategies and action plans are in harmony and fully supportive/enabling the Council’s Long-Term Planning (LTP) cycles. |
Manager – Infrastructure Networks Performance | To ensure stable and reliable infrastructure networks and services are delivered that meet the current and future needs of the district. |
Manager – Environmental | To champion and lead environmental sustainability considerations in infrastructure programmes and strategies by using expert, innovative, strategic and practical managements skills to identify and help mitigate key risks, resolve complex environmental performance issues, and achieve critical Council environmental outcomes and as they relate to infrastructure services. |
Manager – Property | To provide effective and efficient co-ordination of legal and property management resources, services and processes for Council including management of the Council fleet and Civic Centre facility. |
Destination Development | |
Director – Community & Regulatory Services | To transform community safety in public spaces to reflect Rotorua as the safest place to live, work and play in New Zealand, through innovative approaches to partnership with central and local government, iwi, non-governmental agencies (NGOs) and community groups. |
Programme Director - District Development | Responsible for advising the DCE as to the composition and performance of programmes being delivered by the Outcome Area to ensure that activities are aligned to the Council’s strategic priorities and that they are delivered effectively to ensure the sustainable growth and development of Rotorua for current and future generations. |
Manager – Integrated Planning & Development | To ensure the effective delivery of strategies, policies and land development services. |
Manager – Housing, Growth & Partnership | The Housing, Growth & Development Manager is responsible for leading and advancing the organisation’s housing initiatives and development strategies. |

Manager – Finance | To manage the financial, treasury, business performance, revenue and procurement operations of Council: Ensuring financial information is timely, accurate, complete and compliant with relevant accounting, legislative and taxation principles;and Director of Finance will contribute to the strategic direction and management of Council by implementing the financial strategy in a manner that supports the achievement of organisational goals for the long-term financial stability of Council. |
Integration Manager | Provide leadership, direction and management of the Integration of Infracore (CCO) into Rotorua Lakes Council. Responsible for leading the integration of operational processes, systems, and teams across the organization. Provide strategic recommendations to the CE and members of the Executive Leadership Team outlining the following broad expectations: Manage the transition in a cost-effective and sustainable way Continue to achieve high quality and cost-effective servicesManage the transition in continuing to provide service as a well-respected and involved community partner.This role focuses on ensuring that all aspects of the business work harmoniously, optimizing productivity, and delivering continuous improvement. |
The current Chief Executive remuneration is made up as follows:

Council is withholding the individual remuneration for T2 and T3 staff under section 7(2)(a) of the LGOIMA ‘to protect the privacy of natural persons’.
However, to ensure that public interest is met we are providing the indicative salary range as per the 2023/24 Annual Report and number of positions within each range.
