Further to the LGOIMA response above; I would like to clarify the following as a LGOIMA request;
Question 2 - How is the $36M going to be apportioned to the Lake Tarawera sewerage reticulation scheme?
I cannot reconcile the response.
According to RLC's website;
In 2021, the actual costs of the East Rotoiti were further assessed, taking into account the consent conditions, the on-site pre-treatment systems, the Treatment Plant and the outcome of tenders.
It was established that the gross costs would be around $43M (at that time).
If you deduct the subsidies of $35.64M it totals $7.36M
In 2021, the estimate for the Lake Tarawera reticulated sewerage scheme was about $33,000 per household based on the total of $22.5M
(not $29M as specified at a later date in December 2023 as part of an estimate)
In May 2021, the RLC Strategy, Policy and Finance Committee Meeting completed the 2021-2031 draft long term plan.
If you add $7.36M for the East Rotoiti scheme and $22.5M for the Lake Tarwera scheme - it does not add up to $36M? It equals $29.86M
The gross cost of the schemes is $43M plus $22.5M which totals $65.5M.
Could you please specify the breakdown of costs for each scheme in 2021, to reconcile the apportionment of the $36M committment, as per the Kainga Ora Infrastructure Acceleration Fund RFP Response Form dated 15/10/21?

The information contained in the RFP for the Infrastructure Acceleration Fund (IAF) in 2021 was a high-level indication on how and where RLC committed investment into various infrastructure programmes and was not purporting to be a precise financial attribution.
The East Rotoiti/Rotomā scheme has actual total gross costs of $56.2m. The gross cost less the available funding support from various sources was used to inform Council’s final decisions on striking the capital targeted rate for those benefiting communities. So, the indicative figure of $36m provided to IAF in 2021 reflected the balance of outstanding work in the Rotoiti/Rotomā sewerage scheme and the concept-based estimate of the Tarawera scheme as best and rounded known at that time. Again, please note that the Council incurs all funding upfront costs through borrowings which are then reduced as subsidy claims are made and approved by the funding support agency.
The Tarawera scheme has two investment profiles.
- The initial concept-based estimate in 2021-2031 (Draft Long-term Plan) of $22.5m and
- The more precise gross cost estimate following design and tenders during the 2021-2023 period of $29.0m.
