I refer to your Official Information request of 2 August 2023 regarding the pie graph included on the brochure distributed with rates invoices.

This pie graph is a representation of the pie graph included in the 2023/24 Annual Plan document on Council’s website HERE. The pie graph is intended to show how operational revenue is applied to the main activities of Council. It is not intended to show debt repayment.

With reference to your specific questions I provide the following information:

1. What percentage of our rates goes to debt repayment?
   Debt repayment as a percentage of rates can be calculated by dividing the ‘Rates (excluding metered water)’ line in the Prospective Statement of Comprehensive Revenue and Expense on page 24 of the 2023/24 Annual Plan with the ‘Payments of Borrowings’ line in the Prospective Statement of Cashflows on page 28 of the 2023/24 Annual Plan. ‘Payments of Borrowings’ was calculated at a fixed point in time (ie: adoption of the 2023/24 Annual Plan on 28 June 2023) based on the assumed debt maturing during 2024. This amount varies on a month by month and year by year basis.
2. What percentage of our rates goes to staff salary/wages?
   Staff salary/wages as a percentage of rates can be calculated by dividing the ‘Rates (excluding metered water)’ line by the ‘Personnel Costs’ line in the Prospective Statement of Comprehensive Revenue and Expense in the 2023/24 Annual Plan referred to above. This financial statement can be found on page 24 of the Plan.
3. Re the 28% Community Wellbeing – what does this mean/include? A description of this activity and what it covers can be found on page 36 of the Long-term Plan 2021-2031 (LTP). The LTP is available on Council’s website HERE.
   The activities covered by ‘Community Wellbeing’ are:
   - District Library
   - Rotorua Museum
   - Sir Howard Morrison Performing Arts Centre
   - Energy Events Centre
   - Markets Events and Festivals
   - Sports, Recreation and Environmento
   > Gardens, reserves and sports ground so
   > Aquatic Centre
4. Re the 12% District Development and Regulatory – what does this mean/include?
   A description of this activity and what it covers can be found on page 44 of the Long-term Plan 2021-2031 as referenced above.
   The activities covered by ‘District Development and Regulatory’ are:
   - Animal Control
   - Inspection and Compliance
   - Parking Enforcement
   - Strategy, Planning, Policy and Consenting
   - Destination Marketing
   - Economic Development
5. Re 11% Community Leadership – what does this mean/include?
   A description of this activity and what it covers can be found on page 32 of the Long-term Plan 2021-2031 as referenced above.
   The activities covered by ‘Community Leadership’ are:
   - Governance
   - Customer Centre
   - Finance- Information Services
   - Communications
   - Kaitiaki Māori
   - Organisation Development and Capability
   - Property and Legal- CE Office
