No this is not a legal requirement

If the ticket is appealed, then the time series data is examined during the adjudication process.
6) Has the council sought a legal opinion on whether the current system is legally sound and is not potentially defrauding the community by issuing tickets on 2 points in time with nothing to back it up other than a 'hunch' that the car must have been there the whole time? if you have a legal opinion can you please provide it.
