Subject: Official Information request - CCTV cameras
I refer to your Official Information request of 28 October 2021 regarding CCTV cameras, and provide the following response as per your email:
- The location details (address, or latitude and longitude) of all cameras your organisation has which are on, or surveil outdoor public spaces. Could this please be supplied in a spreadsheet.
Spreadsheet attached - The purpose of the cameras - e.g. traffic flow/security/weather conditions
Refer to attached spreadsheet - How long is footage is stored for?
30 days - Are the cameras capturing audio?
No - If so, roughly how many
N/A - Are any cameras capable of facial recognition?
Yes - If so, roughly how many, is this capability being used and what is it being used for
Face detection is disabled – refer to attached spreadsheet - Are any cameras capable of license plate recognition?
Yes - If so, roughly how many, is this capability being used and what is it being used for.
4 cameras used for stolen vehicle alert (linked through to Police) - Who are they monitored by? If they are monitored by an organisation other than yourselves, please name the organisation and supply details of the arrangement you have with them.
• RLC actively monitors
• Police (RLC share monitoring with District Command Centre)
• Tauranga Traffic Operations Centre (TTOC) – traffic flow
• NZTA – traffic flow (ability for RLC to access traffic flow cameras; also managed by TTOC) - Do any other organisations have access to the cameras?
Yes - If so, please name the organisation, the reason they have access and what functionality the access gives them e.g. move cameras
• Police – monitor RLC and NZTA cameras
• NZTA monitor and move the NZTA cameras to monitor traffic flow – RLC monitor the same NZTA cameras and may move them
• TTOC – have visibility through RLC cameras and also linked into NZTA cameras as explained above - Have other organisations requested footage in 2020 & 2021?
Yes - If so, please name the organisations and the reasons footage was requested
Police – investigation and enforcement - Have you supplied footage to any organisations?
Yes - If so, please name the organisations and the reasons the footage was supplied, and how many times it was supplied in 2020 & 2021
Police – investigation and enforcement – 344 times (total for 2019/20 and 2020/21 financial years) - Are there cameras in public spaces your organisation owns/manages for organisations such as local business associations?
Yes - If so, please list the organisations, and indicate what arrangements you have for who has access to the cameras/footage and how it is used.
Monitor RLC owned cameras in the Central Mall carpark for Pukeroa Oruawhata Trust. RLC liaise with Police/Security as required.
