Subject: Information request - cost of Hemo Gorge sculpture
I refer to your further information request of 18 January 2021 under LGOIMA, and respond below as per your email:
- Regarding the figures from the 1 October LGOIMA response:
- Why is there a spending shortfall of around $80,000 compared to the costing released in 2019?The costing released in February 2019 was the cost of the total project at that point in time. The figures released in October 2020 were the list of contributors and the amounts contributed to the construction of the sculpture only.At the Operations & Monitoring Committee meeting held on 7 February 2019 (and endorsed at the Council meeting on 28 February 2019), Council resolved:'That the Committee recommend to Council that they endorse the project's completion and the Chief Executive continue discussions with funders and cover any funding shortfalls.'Additional funding was unable to be secured. The shortfall of around $80,000 for the project was funded from the Arts and Culture annual public arts budget.
- It is clear that works on and surrounding the sculpture are ongoing. For example, a safety fence was recently erected around the sculpture.
- Who paid for the hire and installation of the safety fence?Rotorua Lakes Council
- How much was spent on the hire and installation of the safety fence?$350 excluding GST
- Is the cost of the safety fence included in the 1 October spending breakdown? If not, why not?No, the 1 October spending breakdown was for construction of the sculpture only
- Correspondence you have released refers to an event for the 'unveiling' of the sculpture.
- What is the Council's budget for this event?$2,500 including GST (catering - breakfast for 100 pax at Te Puia restaurant)
- Is the cost of this event included in the $388,000 committed by the Council? If not, why not?No, the $388,000 committed by Council was for construction of the sculpture only
You have the right to seek an investigation and review by the Ombudsman of this response. Complaints can be sent by email to info@ombudsman.parliament.nz, by fax to (04) 471 2254, or by post to The Ombudsman, PO Box 10152, Wellington 6143.
