Subject: Official Information request - policy framework for Lake Tikitapu
I refer to your online Official Information request of 15 May 2019 regarding the policy framework for Lake Tikitapu - who manages the lake itself and its immediate surroundings, and what policy documents/management plans exist.
The lake and its surrounds are managed by a number of agencies.
On-water activities on the lake are managed by Bay of Plenty Regional Council. You would need to contact this council for their policies - info@boprc.govt.nz
Land management agencies are detailed below:
- Rotorua Lakes Council manage part of the northern side (Lake Tikitapu Reserve)
- Department of Conservation manage part of the northern side (Tikitapu Scenic Reserve)
- Rotorua Lakes Council manage the eastern side (Tarawera Road)
- Department of Conservation manage part of the western side (Whakarewarewa Scenic Reserve)
- CNI Iwi Holdings manage part of the northern and western sides (plantation forest)
The Department of Conservation manage recreational use on their land. Any policy statements for the areas they manage will be contained in their Conservation Management Strategies - https://www.doc.govt.nz/about-us/our-policies-and-plans/statutory-plans/statutory-plan-publications/conservation-management-strategies/bay-of-plenty/
For land managed by CNI Iwi Holdings it would be best to contact CNI Iwi Holdings directly - omitaiwells@deloitte.co.nz
For the Lake Tikitapu Reserve that Council manages, our policies are contained within the Rural Reserves Management Plan. The relevant pages of this Management Plan are attached.
Council also has a role in managing recreational use on the CNI Iwi Holdings land. Recreational use management in the Whakarewarewa Forest is managed under an interim Recreational Use of the Tokorangi and Whakarewarewa Forests Policy (attached) between CNI Iwi Holdings and the forest managers (Kaingaroa Timberlands and RLC). Other information can be found on the Redwoods website - https://redwoods.co.nz/permits-concessions/ under the FAQ'S.
As per the Act, we are obliged to advise that you may contact the Ombudsman at the address below if you have any concerns with the response provided by Council, by writing to:
