Subject: TRIM: LGOIMA request - Museum maintenance
I refer to your email of 25 September 2018 under the Local Government Official Information and Meetings Act, and reply below as per your email:
1. When was the most recent full building assessment and maintenance review done in the years prior to the 2016 earthquake? By whom? What were the results / recommendations?
Council sets up maintenance contracts with suppliers to manage preventative maintenance schedules (details in question 4), in most cases meeting the maintenance specifications provided by suppliers. In special circumstances extra maintenance is undertaken, for example a complete peer review of the Museum' HIVAC System was completed in 2014 and recommendations included recalibration of sensors, resealing of air ducting systems, replacement of some sensors and electrical connections. All work was undertaken as soon as practicable.
2. When / what was the most recent major maintenance work carried out prior to the earthquake? By whom?
The geothermal and chilled water supply pipes to the HIVAC system were replaced in 2015 with the work was carried out by Temprite.
3. What type of routine / regular structural assessment occurred and by whom?
Regular checking of structural integrity of buildings is not required unless to comply with the Building Act in relation to earthquake prone buildings. The last assessment pre-2016 was an earthquake prone building assessment completed in May 2010 by Sigma Engineering.
4. Was regular maintenance done and if so, by whom / when / what types?
HIVAC services weekly/monthly/yearly by Temprite
Washing of the building and roof treatment annually by Chemwash
Electrical as required by Hepburn Electrical
Roof repairs as required by NGS Roofing
Building repairs as required by Burtons Construction
Other repairs were carried out under Council's renewals programme eg: repaint every 10 years
Contracts are generally re-tendered every two years
5. Was there ever any consideration that the shaking from the 'earthquake room' could be potentially damaging to the building as a whole?
Yes consideration was given with the initial installation of the shaking theatre, which had the floor strengthened as part of that development.
6. When was the most recent significant work done on the roof?
There was significant work undertaken in 2011 which included the southern intermediate heritage wing and the new southern extension.
7. Was there a budget for regular museum maintenance?
Yes RLC provided the museum with an annual budget for maintenance.
