Enquiry
The reporter asked the following questions in regards to the new i-Park services:
In a press release about the signing of the contract from council it said:
"i-Park will also be providing and using specialist licence plate-recognition parking enforcement software solution that interfaces with the parking terminals and other systems and manages the enforcement process. It provides a seamless interface with the Ministry of Justice e-filing system and with New Zealand Transport Agency vehicle registry."
My queries relate to this aspect of the system.
I wanted to clarify some aspects around this Ministry of Justice link?
- Can you tell me what information gets shared with the Ministry? Also is any information shared with Police?
- With regard to the NZTA interface, would that be linked to issues such as out of date registrations?
- Lastly the release mentioned enforcement processes. Can you expand on that for me please? For example, if I parked my out of rego car at one of your terminals, might it get towed away?
Response
Response from Community and Regulatory Services Manager Neven Hill -
Rotorua Lakes Council's responsibilities in regards to enforcement and access to data from national agencies will remain the same as the current process.
The only change will be that monitoring and enforcement will now be carried out through the contracted external provider.
Currently a warden can access NZ Transport Agency information to check licence plate details, warrant of fitness and registration status. Wardens also have the authority to infringe cars that do not have a current warrant of fitness or registration as well as displaying dangerous parking behaviours.
Council does not currently tow cars in relation to the breaches mentioned above and this will continue to be the case with the new provider.
The current process for collecting unpaid infringements via the Ministry of Justice will continue. After a period of 56 days any unpaid fines are referred to the court for collection.
