Response
The following information was provided:
Weekly parking infringements issued
Week | Tickets issued |
1 - 5 Nov | 356 |
6 - 11 Nov | 453 |
13 - 18 Nov | 635 |
20 - 25 Nov | 574 |
27 Nov - 02 Dec | 450 |
04 - 09 Dec | 550 |
18 - 23 Dec | 373 |
25 - 30 Dec | 227 |
1 - 6 Jan | 139 |
8 - 13 Jan | 420 |
15 - 20 Jan | 510 |
Council does not report on the value of tickets issued but on revenue received from tickets.
Please note that these figures would not accurately reflect revenue gained because unpaid tickets are eventually prosecuted through the court system and payment is often drip fed over a period of time which can be up to several years.
Also, in some cases tickets can be waived, meaning the revenue is never collected.
Some factors in the differing infringement numbers include the weather, school holiday period and whether there is a full team of wardens in the inner city. The reduction in infringements during the Christmas/New Year period is a conscious decision on Council's part to take a more lenient approach during this time.
Cancelled tickets
Year | Total |
1 Jan - 31 Dec 2015 | 7,265 |
1 Jan - 31 Dec 2016 | 6330 |
1 Jan - 31 Dec 2017 | 7039 |
Waived tickets
Year | Total |
1 Jan - 31 Dec 2015 | 724 |
1 Jan - 31 Dec 2016 | 763 |
1 Jan - 31 Dec 2017 | 813 |
Cancelled tickets include instances of human error and sensor faults however the majority of cancelled tickets occur when the warden is replacing a ticket issued with a higher value infringement because the offence is ongoing. For example a vehicle that has been parked in a P60 park for the entire day could be issued with three tickets throughout the day, each one replacing the previous ticket with a higher value.
Tickets are waived by the Transport Services team for various reasons such as financial hardship or an agreement to have a vehicle registered within a certain timeframe similar to what the police often do.

Topic: Drones
Enquiry
Reporter enquiring how many complaints the council received about drones in 2017 and how many fines/ infringement notices/ warnings were issued in 2017.
Response
The following information was provided:
Council is not the enforcement agency regarding use of drones. The Civil Aviation Authority are the best ones to speak to regarding complaints and enforcement.
Council gives permission to use drones over council-owned/public areas and people need to comply with Civil Aviation rules regarding use of drones. The reason we have info on our website regarding drones is just to let people know about permissions re use of drones over council-owned/managed public areas.
Basic info on Council's website: http://www.rotorualakescouncil.nz/our-council/news/Pages/default.aspx?newsItem=6732
You'll also find info re drones here: https://www.airshare.co.nz/
Re complaints about use of drones - the only ones [council] would deal with are those regarding something that is happening at that time in a council-owned/managed public area where drones are not permitted but we have not had that happen to date.
[Can] confirm [council has] received no noise complaints re drones.
So other than the above, any complaints regarding use of drones are referred to either the police or CAA and council does not record these referrals.
