Topic: Rating examples in Counci's Annual Plan consultation document

Just wanted to check some numbers in the annual plan consultation document. Particularly page 19 where it ways the business sector has an average rates increase of 5.1 per cent.
We've had an email from a reader saying: "However, the four options contained within this sector have expected rate increases of up to 4 percent (Lower CV); up to 3.9 percent (Medium CV); up to 4.2 percent (Upper CV); and up to 4.6 percent (Upper Upper CV). Note none of the examples show an expected rate increase of 5.1% - all of the examples are less than this. Are we to assume that the average business in Rotorua has an upper upper upper CV or what?"
Just wondering if you might be able to confirm how the 5.1 per cent average was found so we can respond to the reader?

The reporter was contacted by phone and it was explained that the tables in the annual plan document show sample business properties in the CV sub-categories (ie lower CV, medium, upper and upper upper) and that 5.1% is the average rates increase across all business properties.
