Topic: 2023/24 Annual Plan proposals
Enquiry
Can I please ask if someone can provide me a list of the groups and entities that would be impacted by the proposals in the annual plan relating to community wellbeing investment? (Ceasing funding etc)
Response
We provided the following information:
Agreements with recipients of the most recent three-year grants and partnerships, which were decided in 2021 following an application process, will be honoured. Community Grants and Partnership Agreement recipients announced - Rotorua Lakes Council.
We cannot provide a list of groups that may be impacted by the proposal relating to the community funding pool as we cannot say which groups would apply for funding in future.
The other fund included in the community funding pool is the Neighbourhood Matching Fund which has provided two allocations of funding, one of grants up to $20,000 and another of small grants up to $5000 for one-off projects in the Rotorua community, with grants made matched by neighbourhood or community resources of volunteer labour and donated materials, professional services or cash.

Topic: Stolen bin
Enquiry
I'm speaking with a pensioner whose red lid bin was stolen last week (and is getting a replacement from council on Friday) and wondered if someone could please help me with some info?
- If known, how often do bins get stolen each year?
- How much of an issue is bin stealing in the district, and why/why not?
- How many replacement bins are requested each year, and why?
- Which kind of bin tends to be stolen more?
- How many bins get recovered?
- How many of each bin are there in the district?
- How much does bin replacement cost council each year? (for the last five years please)
- How much does bin retrieval cost council each year? (last five)
Any other comment about bin stealing/losing/replacing?
Response
From Council Infrastructure and environmental solutions DCE Stavros Michael:
If known, how often do bins get stolen each year?
An estimated 610 Wheelie bins (rubbish and recycling) are reported missing each year. Not all are stolen. This is 1% of the total.
How much of an issue is bin stealing in the district, and why/why not?
Stolen bins don’t represent a major issue against the success of the service.
How many replacement bins are requested each year, and why?
An estimated 1,885 (3% of the total) wheelie bins (rubbish and recycling) are replaced each year, including the ones reported missing. 2% are due to wear and tear and damage.
Which kind of bin tends to be stolen more?
Of the bins reported missing, 31% are Recycling bins, 62% are 140l rubbish bins and 7% are 240l rubbish bins.
How many bins get recovered?
Very few are recovered and those that are recovered, are usually the ones that are mistakenly retrieved by a neighbour.
How many of each bin are there in the district?
There are 30,900 of each stream (yellow and red)
How much does bin replacement cost council each year? (for the last five years please)
The cost of replacing bins is a risk carried by the contractor throughout the 15-year life of the contract. Council pays extra when new households join the service.
