I see MHUD has applied for resource consent now for Emerald Spa [for use as emergency housing].
Can I please get an update on the council's position on the following?
Will the council be insisting MHUD applies for resource consent for Four Canoes and Tuscany Villas (the two remaining motels under Govt contracts that don't have resource consent)?
What's the latest with insisting all over motels become compliant? Have they all been contacted by the council? Have any more been threatened with court action?

I wanted to check in with council to ask a few questions around installation of bollards outside businesses - particularly those impacted by ram raids.
What is council noticing in regard to applications for bollards installation outside businesses?
Has there been any increase in interest or requests to have them installed?
How many applications are currently with council to have bollards installed? How do this compare to previous years?
What process do businesses have to follow if they want bollards installed?
How is council working to facilitate requests? How are you making it easier for businesses?
In what circumstances would you deny an application to have bollards installed?

Most bollards in the CBD are installed within private property (such as the doorway of a business premise) and therefore do not require approval from Council’s road corridor team to install.
In some instances, resource consent may be required, so we encourage those wanting to look into security measures for their premise to contact Council to discuss security options.
Please note the below answers only reflect road reserve enquiries (if a bollard is required on the outskirts of the footpath which encroaches onto Council owned land).
- What is council noticing in regard to applications for bollards installation outside businesses? (on council road reserve) In the last six months, Council has received two enquiries looking into the process of installing bollards outside of their premise.
- Has there been any increase in interest or requests to have them installed? Yes, we received no applications for bollards last year (2021).
- How many applications are currently with council to have bollards installed? How do this compare to previous years? Council currently have 1 application for bollard installation. See above answer in relation to last year’s comparison.
- What process do businesses have to follow if they want bollards installed?
- How is council working to facilitate requests? How are you making it easier for businesses? Once an enquiry / request is made via the Council Customer Centre, Council contact the premise owner to discuss options and determine whether the placement of bollards sits within the road reserve or within private property. If the bollards sit within the road reserve, council assist premise owners to apply for a permit. All complete applications that meet these requirements are approved within 5 working days.
- In what circumstances would you deny an application to have bollards installed? Where the position of a bollard interferes with underground infrastructure such as the sewer main, a power source, blocks or impedes the footpath, unsafe position or design.
If the owner of a premise would like to install bollards within the road reserve area, they will be required to contact council to apply for a permit and receive approval. Our Customer Centre is available 24/7 on 07 348 4199 if a premise would like to enquire about bollard installation.
