I'm writing a story about Thursday's council meeting.
I have a few questions for the council regarding it:
- Have councillors seen the Long-term Plan 2021-2031 Year 2 delivery discussion document (or will they, prior to the meeting)?
- If not, can councillors approve a document that has not yet been provided to them?
- Why is the discussion document not being "released" until April 11, but being considered for approval on March 31? Does this mean it is not released to the public but has been released to councillors?

See below re your questions about the LTP Year2 discussion document. If you need to attribute you can attribute to Oonagh Hopkins, Deputy Chief Executive District Leadership and Democracy.
Councillors have received the draft discussion document to give them time ahead of the meeting to consider the content and provide any feedback.
We then have time for any final alterations that may be needed or requested by elected members and for final checks before releasing the document publicly when engagement begins on April 11.
We need to get approval of the document at this month’s Council meeting to achieve the timeframes we need to meet. The Year 2 delivery plan needs to be adopted by Council by the end of June, prior to which the SP&F Committee needs to deliberate on public feedback and make its recommendations. The public feedback will need to be collated for SP&F deliberations following public engagement.

Topic: Council vaccine pass requirements

Can we please check with each of you what the council's policy is or will be regarding the requirement for vaccine passes at council facilities?
- Will the council be removing the need to show vaccine passes at all council facilities and services?
- If so, when will this come into effect?
- If not, why not?
- If there are some facilities or services that will continue needing the passes, while others will not, can you please specify what these are, how long the vaccine passes are likely to be needed for, and why the Covid restriction will not be lifted for this/these particular facilities or services?
Response
The reporter was informed that Rotorua Lakes Council is currently working through a review of its policy following last week’s announcements and expects to be able to inform the community of decisions and details within the next couple of days. We said we would loop the reporter in.
