2. A list of positions that fall within each salary band, along with a brief description of the roles and responsibilities associated with each position.
The release of public sector salary information involves a fine balance between an individual(s) right to privacy and any public interest considerations favouring release. Both aspects are recognised under sections 7(1) and 7(2)(a) respectively of the Local Government Official Information and Meetings Act.
Whilst requests for information under LGOIMA must be determined on their merits, in providing a response we take into consideration various decisions of the Ombudsman in reviewing responses to requests for public sector salary information over a period of time, and the guidance provided by the Office of the Ombudsman in this respect. The commonly accepted approach is:
- The salaries of chief executives should be released.
- Salaries of second tier management should be disclosed in financial bands (subject to the consideration of individual factors involved).
- All other salaries (ie: third tier or lower roles) salary information is withheld under the above sections of LGOIMA, in particular section 7(2)(a) ‘protect the privacy of natural persons’.
Providing a list of positions that fall within each of the above salary bands would enable individuals to be identified. For the above reasons Council withholds the list of positions that fall within each salary band under the above sections of LGOIMA, in particular section 7(2)(a) ‘protect the privacy of natural persons’.
Below however, are the salary bands as reported in the Annual Report, and number of employees within each band, for the 2023/24 year.

Council is currently working through a proposed change in structure within the organisation which will be ongoing over the next few months. No changes to the salary bands are planned as part of this change in structure.
