Subject: LGOIMA request - street light and CCTV management
I refer to your request of 2 July 2023 under the Local Government Official Information and Meetings Act regarding management of street lighting, and cameras and associated equipment installed on the street lighting, and provide the following information:
1. What department at RLC manages the street lighting in the Rotorua Lakes district, if this is not managed by RLC please provide the following details of the company that is engaged to do so, the company name, email address, phone number, and an itemised account of the cost of the contract that RLC has with this company to manage the contract.
Council’s street lighting maintenance and renewals is managed through a contract awarded to McKay Ltd in June 2020. Following is the recommendation from the Council meeting of 9 June 2020 awarding the contract:
RECOMMENDATION 6
CONTRACT 19/061: TENDER APPROVAL FOR STREETLIGHT MAINTENANCE AND RENEWALS 2020 - 2030
1. That Council approve the tender for maintenance, renewals and LED conversion of streetlights of McKay Ltd for the sum of $4,548,079.72 be approved subject to confirmation that the funding for the LED capital conversion is included in the adopted 20/21 Annual Plan.
2. That Council notes that in the event that funding for the LED capital conversions is not included in the adopted 20/21 Annual Plan, the contract will be awarded to McKay Ltd for the sum of $2,409,570.51 for Maintenance and Renewals only of Streetlights for a maximum period of 10 years.”.
I can confirm that funding for LED capital conversions was included in the 2020/21 Annual Plan and the contract was awarded to McKay Ltd for the sum of $4,548,079.72.

Council declines to provide a breakdown of the contract costs as per section 7(2)(b)(ii) ‘protect information where the making available of the information would be likely unreasonably to prejudice the commercial position of the person who supplied the information’.
2. What department at RLC manages the cameras and associated equipment installed in the street lighting in the Rotorua Lakes district, if this is not managed by RLC please provide the following details of the company that is engaged to do so, the company name, email address, phone number, and an itemised account of the cost of the contract that RLC has with this company to manage the contract.
Cameras and associated equipment installed on street lighting infrastructure is managed by the Information Solutions department of Council.
