Subject: Official Information request - accounts for public excluded workshops/forums
I refer to your online Official Information request of 4 August 2022 for accurate accounts for all public excluded Workshops/Forums for this triennium.
No minutes are recorded at elected member Forums as no decisions are made at these Forums (refer to extract from the Governance Statement and Part 7 s45(2) of LGOIMA below); unlike Committee or Council meetings where decisions are made and minutes recorded.
Governance Statement
Forums
From time to time council will hold forums. Forums or informal meetings are to brief elected members on emerging issues, or get an indication of councillor preference before initiating a policy or project, or provide an opportunity for the council to develop ideas and to be informed of the options and issues the council may face. Forums cannot be used to make decisions. These sessions are not open to the public or the media. The Local Government Official Information and Meetings Act in relation to meeting establishment does not apply to forums.
Local Government Official Information and Meetings Act
Part 7, Section 45(2) ‘For the avoidance of doubt, it is hereby declared that any meeting of a local authority or of any committee or subcommittee of a local authority, at which no resolutions or decisions are made is not a meeting for the purposes of this Part’.
Your request is therefore declined as per section 17(e) that the information requested does not exist.
