Subject: LGOIMA request - building consents for owner builders and LBPs
I refer to your emailed LGOIMA request of 24 June 2021 regarding building consents for 2019 and 2020, and respond below as per your questions:
- How many residential building consents were issued in each of these years.
2020 – 1,100 (this includes consents that do not require a LBP)
2019 – 1,179 (this includes consents that do not require a LBP) - How many of these were by LBPs or professional builders.
2020 – 144 new dwellings – 200 additions/alterations
2019 – 169 new dwellings – 170 additions/alterations - How many of these were by owner builders (i.e. I want to know how many people received the owner builder exemption).
Council does not have reports that include information on whether a building consent is issued to an owner builder. This part of your request is therefore declined under s17(e) of LGOIMA. - How many of each received Certificates of Code Compliance (or, have not).
Council does not hold this information in an easily retrievable format as the life of a building consent is 2 years, and extensions of time can also then be applied for which can also be ongoing. This part of your request is therefore declined under s17(e) of LGOIMA.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
