I refer to your email of 11 November 2016 requesting to know when Council approved the projected upgrade of the airport.
Rotorua Regional Airport Ltd (RRAL) is a council controlled organisation (CCO). CCOs operate at arm’s length from the council but are accountable to the council. RRAL is responsible for the ongoing capital development and maintenance and ownership of the airport’s infrastructure.
As a CCO the airport company is required to provide quarterly reports to Council and to submit a Statement of Intent which sets out the objectives, nature and scope of activities to be undertaken over a three year period. The current Statement of Intent covers the period from 1 July 2016 to 30 June 2019.
At the Council’s Operations & Monitoring Committee meeting on 2 March, RRAL provided their quarterly report which contained reference to the proposed redevelopment of the original terminal and construction of a new fire station. RRAL also provided a presentation to the Committee which included the redevelopment proposal.

At the Council’s Strategy Policy & Finance Committee meeting on 21 April, RRAL presented their draft Statement of Intent 1 July 2016 to 30 June 2019 (now in operation) for approval by Council. This SOI also contained details on the proposals to redevelop the original terminal and construct a new fire station, to be undertaken simultaneously, with the work phased over four financial years. The Strategy Policy & Finance Committee adopted the Statement of Intent.
