I refer to your online Official Information request of 6 April 2021 regarding Council disposal of the former Hilda Street Reserve (Lot 98 DPS 9729), and respond below as per your email:
(a) Details of any reports and resolutions by Council confirming that the land was surplus to requirements for the purposes of a public reserve.
a. A confidential report to Council's Strategy Policy & Finance Committee of 8 December 2016 recommended to Council that the parcel of land as comprised in certificate of title SA5A/158 be declared surplus and be disposed of appropriately. (Lot 98 DPS 9729 - 2,200m)
The report is withheld under section 7(2)(i).
The minutes of the above meeting recorded the below resolution:

Resolved:
1. That the report sale of 'Disposal of Surplus Property' be received. Cr Donaldson/Cr Gould CARRIED 2. That the committee recommends to Council that the parcel of land as comprised in certificate of title SA5A/158 ("Land") be declared surplus and be disposed of appropriately. 3. That this report not be made publicly available. 4. That the minutes relating to this item be made publicly available after negotiations have been completed. At a meeting of Council held on 15 December 2016 the following resolution from the Strategy Policy & Finance Committee of 8 December 2016 was adopted:

(b) Details of any public consultation on the intended sale of the land.
The land was vested in Council by virtue of section 12 of the Reserves and Other Lands Disposal Act 1962. As per section 12(3) of this Act disposal of this land did not require public consultation.
For your ease of reference, I have attached a copy of section 12, Reserves and Other Lands Disposal Act 1962.
(c) Details of any advertising of the land being available for sale.
As per (b) above, advertising of the land for sale was not required.
(d) The valuation of the land and its final sale price.
The 2016 report estimated the value of that parcel of land at between $107,000 and $117,000. The parcel of land referred to in the 2017 report was for the total area. Council negotiated a purchase price for the total area. The final sale price was confidential between the parties and is withheld under sections 7(2)(b)(ii) and 7(2)(i) of the Local Government Official Information and Meetings Act 1987.
(e) Details of any agreements that were entered into between Council and the purchaser in respect of the future development of the land.
No agreements have been entered into between Council and the purchaser in respect of future development.
