Subject: Request for information - outsourcing Aquatic Centre and any other facility
I refer to your email of 27 April 2018 requesting various information around outsourcing of the Aquatic Centre and any other facility (Stadium and Events)
Below are answers to your specific questions:
Q. What arrangements or understanding Council currently has with CLM whether formal or informal around Stadium and Events facilities?
Rotorua Lakes Council has no arrangements or understanding with CLM (formal or informal) in relation to the Stadium and/or Events.
Q. Is Council paying the Aquatic Centre manager directly as an employee, or for the services of this person via Community Leisure Management or by any other means? Specifically is the current Aquatic Centre Manage a direct employee of RLC or contracted via another arrangement?
Council has a contract with CLM to provide a Centre Manager for a period of six months to ensure operational continuity. This includes:
- Filling the manager role to lead and deliver Aquatic Centre services, including team leadership, facility management, financial management, relationship management, and ensuring health and safety and industry standards are met.
- Effective presence at the Aquatic Centre for the equivalent of 40 hours per week.
- Identify and, if appropriate, implement additional revenue streams for the Aquatic Centre from underutilised space or time opportunities.
Attached is correspondence between Council employees and CLM between June and December 2017. There is no correspondence between elected officials or any consultants.
Personal information has been redacted from the emails as per section 7(2)(a) of the Local Government Official Information and Meetings Act 'protect the privacy of natural persons, including that of deceased natural persons'.
Also financial information has been redacted as per section 7)(2)(b)(ii) of the Act 'would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information' and legal advice has been redacted as per section 7(2)(g) 'maintain legal professional privilege'.
