Topic: Man collapsing outside the library
Enquiry
A reporter sought comment from Council regarding a man collapsing outside the library.
It's our understanding one of your City Guardians was amazing and did CPR on the man, until a former ambo officer nearby took over CPR before the ambulance staff arrived. Sounds like the good work from the public saved this man's life.
Police have confirmed they suspected the man had been smoking synthetic drugs.
Is the council happy to confirm the good work the City Guardian did and offer any comment praising her?
Response
The reporter was advised City Safe Guardian does not wish their name to be used and was asked to please respect their privacy.
From Operations Group Manager Henry Weston:
One of our City Safe Guardians started CPR when a man lying on the grass outside Te Aka Mauri became unresponsive. Others also assisted, continuing CPR and dealing with people gathering around until the ambulance arrived.
All our City Safe Guardians are trained in first aid and this shows the very human side of their role in keeping our community safe.
While the staff member doesn't want to be singled out and we respect their privacy, we would also like to acknowledge their actions in this case. This was the first time the staff member has had to perform CPR and as an employer we're proud of their involvement in saving a life.

Topic: Ngongotaha SHA public information meeting
Enquiry
A reporter asked the following question:
- at what point can the public have a say on the SHA area?
Response
The following information was provided:
If a development is approved as an SHA a decision about whether it will be notified is part of the consenting process (neither of the proposed SHAs are at that stage) and as per the Housing Accords and Special Housing Areas Act 2013, notification would be limited to the following: adjoining landowners; relevant local authorities; infrastructure providers with assets on, under or over the land or adjacent land; any relevant designating authority (if that applies) - see the full version of this section of the Act at THIS LINK on the Parliamentary website.
As you'll be aware, SHA1 is now with the Minister for consideration. If the Minister approves SHA1 for Special Housing Area status it will then move to the consenting process.
SHA2 is to be reconsidered by the RMA Policy Committee and it has requested that the applicant undertake community consultation, including a public meeting, prior to the committee reconsidering the application.
All of this information, some FAQs, links to the relevant legislation plus links to the Rotorua Housing Accord and the reports that went to the Full Council on 15 March are available on Council's website HERE.

Topic: School holiday activities
Enquiry
Would be possible to get a couple comments around the Rotorua Museum Activity Trail and drop-in crafts?
Here are a few questions below:
- What are examples of activities in the activity trail?
- Why is the trail a great thing for families to do during the holidays?
- Why do you recommend families check out the drop in craft sessions?
Response
From Tori Williams, Rotorua Museum Event and Engagement Coordinator:
The trail aims to get kids exploring some of the historical elements of Government Gardens in a fun way. They learn more about the Princes Gate Arches and why they are there, who the Rose Garden is named after and how hot the Rachel Spring is.
It is a great way for families to get outside to explore the area and something free for them all to do together during the holidays.
There is something fun for kids of all ages to do so great for families with both young and old children. From colouring to simple crafts, then options available for older kids (and parents!).
